With diverse functional and management experience in telecommunications companies ranging from start-ups to multinationals, the Accedian Networks’ leadership team drives sustained growth through agile business practices, lean-development and devoted customer support, backed by extensive experience in the test & measurement and packet networking industries.

Patrick Ostiguy, Founding President & Chief Executive Officer

Patrick Ostiguy co-founded Avantas Networks in 1999 and launched the industry’s first portable Ethernet & SONET field-services test-set. In 2001, Avantas Networks was acquired for $100M by EXFO Electro-Optical Engineering where he continued his role in product management and participated in several M&A activities at the corporate level. In 1995, Patrick was also part of the initial Positron Fiber Systems (PFS) team that commercialized the industry’s first Ethernet over SONET Multi-Service Provisioning Platform (MSPP), which was acquired first by Reltec in 1997 and subsequently by Marconi for $200M.

With over a decade of pertinent telecom industry experience, Patrick Ostiguy was responsible for filing for several Patent Applications (patents pending) and publishing dozens of industry conference proceedings and technology articles. Patrick Ostiguy brings to Accedian Networks a solid background in Product Management & Marketing, a proven track-record managing product development programs and a strong understanding of service provider needs.

Claude Robitaille, Chief Technology Officer

In 2000, Claude Robitaille co-founded Colubris Networks where he developed a leading edge line of WiFi Access routers and successfully held the positions of Operations Manager and Director of R&D. Prior to Colubris, Claude Robitaille was part of EICON Technologies’ core engineering team where he designed a broad Datacom access product portfolio and successfully held the positions of Product Architect, Project Manager and Team Leader. With over 18 years of relevant experience in the Telecom industry, Claude Robitaille brings to Accedian Networks a solid background in R&D and Operations, including strong experience in designing for and managing contract manufacturers and high-volume operations.

Martin Lebeau, Vice President Finance and Chief Financial Officer

Martin brings to Accedian Networks 14 years of operational and financial experience with early-stage companies as an entrepreneur, in venture capital and in corporate finance. Prior to joining Accedian, he was a co-founder and Vice President Finance of a venture-backed company in the satellite telecommunications industry and a financial executive at iPerceptions, a venture-backed company servicing Fortune 500 clients in the software/web analytics industry. Previously Martin held positions as a senior associate at Telesystem Capital (now Propulsion Ventures), an early-stage venture capital fund focused on IT and telecommunications, and as manager of Corporate Development for a publicly-traded multimedia Company. Martin also provided consulting services to Garage Technology Ventures Canada, an early stage venture capital fund, as its part-time Chief Financial Officer. He began his career at Ernst & Young in the audit and corporate finance groups.

Martin is a Chartered Accountant and is a member of the Ordre des comptables agrées du Québec since 1996. He has a Bachelors degree from École des Hautes Études Commerciales (HEC) and an MBA from McGill University in Montréal.

Lou Metoyer, Vice President Sales

Lou Metoyer has over 25 years experience in the field of high tech sales, organizational development, executive account management, business development and senior management. Metoyer was the first US employee of EXFO, a recognized test and measurement expert in the global telecommunications industry. As Director of US Sales/Global Focus Account for EXFO’s primary Telecom Division, Metoyer managed the sale of fully integrated and complete test solutions to network service providers (NSPs), cable TV operators and telecom system vendors.

Metoyer also held a variety of other senior positions at EXFO, including director and management roles in sales, operations, and M&As, with a history of developing consistent year-to-year growth in all capacities. During his tenure at EXFO, yearly sales grew from minimal amounts to over $US 128M.

Lou brings extensive experience in building and managing sales teams, sales channels, and complex technology sales. He has also successfully executed large account management, executive level relationship development, and new market development planning. He has a B.S in Electrical Engineering from Northwestern State University and has completed MBA course work at Southern Methodist University Cox School of Business in Dallas, Texas.

Bill Balmer, Vice President Business Development

Bill Balmer brings more than 25 years of Telecom and Management experience to Accedian Networks, from his initial roles as a PBX Switch Design Engineer at Hitachi Telecommunications and Product Management in digital speech packet technology with Nortel, Bill founded FiberLAN, one of the first companies to develop optical Ethernet Products. With Telco Systems, as Vice President of Marketing, Bill managed the introduction of the Route24 IAD products which included one of the first Customer Access platforms to support Frame Relay.

His Sales background includes the role Regional Vice President for ADC Telecommunications, where he won prestigious awards from both Pacific Tel and GTE as Vendor of the year while managing over $100 million in annuall sales. Bill was also part of a team that turned around Premisys Corporation’s declining revenue through restructuring channel partners and help setup an M&A acquisition. Bill’s most recent experience was with Flexsys Group, where as President he oversaw the successful business development of a wireless Ethernet product and its successful introduction into the European Market.

Francois Marineau, Vice President Operations

Francois has over 15 years of operational experience with high-technology companies in the Telecom and Contract-Manufacturing fields, including 10 years of management experience. Prior to joining Accedian, as the Director of Operations, he structured the operational team of EXFO Electro-Optical Engineering in Montreal (formely Avantas Networks), a start-up company that included Supply Chain, Manufacturing, Service Centre, Information Technology, Software Verification and Quality Assurance from 2000 to 2006. Francois also held the Director of Contract Manufacturing position where identified, qualified and managed outsourced manufactures in the Asia-Pacific. He was also involved in Due Diligence and the Merger & Acquisition of several companies during his time at EXFO.

Previously, François was a member of the management team at SCI Canada (now Sanmina-SCI), a Tier-1 Electronic Contract Manufacturer, where he held positions as Test Engineering Supervisor and Director of Engineering. His background also includes roles at SR Telecom and Nortel.

Francois Marineau holds a bachelor’s degree in Electrical Engineering from Polytechnique de Montreal and a Masters degree in Engineering Management from Universite de Sherbrooke, in Canada. Francois has been an APICS member since 2002.

Scott Sumner, Vice President Marketing

Scott Sumner has held senior marketing, public relations, product management and business development positions in a number of leading telecom-focused companies, including VP of Marketing at Minacom (Tektronix), Director of Marketing at Aethera Networks, and Sr. Partnership & Program Manager at EXFO. Scott has extensive experience in acquisitions and partnerships, including the sale of Minacom to Tektronix in late 2006, and the development of several OEM, sales and marketing alliances with multinational corporations. In addition, Scott has authored several patents, and has published numerous conference papers and technical articles for telecom trade organizations and publications. Previous, he held a number of project and engineering management roles at PerkinElmer Optoelectronics and MPB Communications.

Scott has Masters and Bachelor degrees in Engineering (M.Eng, B.Eng) from McGill University in Montreal, Canada, and has completed professional business management training at the John Molson School of Business, the Alliance Institute at Cambridge, and the Project Management Institute (PMI).
